The Industry Just Downgraded Its Own Forecast

The Philippines’ main outsourcing trade group revised its own numbers down this month. IBPAP now projects industry revenue reaching $50.5 billion and headcount totaling 2.14 million by 2028 under its best case scenario, a drop from the $59 billion and 2.5 million jobs the group projected back in 2022. The group’s president cited artificial intelligence, changing buyer behavior, and rising global competition as the reasons behind the pullback.

This is not a story about the industry disappearing. Nearly two million people still work in it, and it is still growing. It is a story about the industry no longer expanding the way an entire generation assumed it would.

Voice Work Is Losing Ground

The shape of the work is changing faster than the headcount. Employers are moving away from voice-only roles, with rising demand for cybersecurity, cloud architecture, and data analyst positions, while remote and hybrid arrangements stay standard across Manila and Cebu. Companies are increasingly looking for what recruiters are calling AI-hybrid professionals, people who can use AI tools to drive strategic outcomes rather than complete transactional tasks one call at a time.

That distinction matters more than it sounds. The routine, high-volume work is the part getting automated. Complex problem resolution, relationship management, and cross-cultural communication are the parts machines still handle poorly, and they are becoming the actual job description.

What This Means If You’re Building a Career Here

Nobody is getting laid off tomorrow because of this. The trajectory is what is worth paying attention to. The industry’s own trade group is planning around a smaller, higher-skill version of itself, and that plan is public now.

For anyone still early in a BPO or adjacent tech career, the useful question is not whether the industry survives. It is whether the specific skill set on your resume today is the transactional kind or the strategic kind. One of those is getting automated. The other is what companies are actively recruiting for right now.
