Discord Blocked on Globe, TNT, GOMO, and DITO. No Official Ban Exists.
As of September 23, Discord will not load for subscribers on Globe, GOMO, TNT, and DITO. Smart and Converge users open the app fine. No telco has published a blocking order. The CICC has not announced a nationwide ban either. Nobody ordered this. It’s happening anyway.
Same App, Different Signal
Right now, whether you can reach Discord comes down to which telco you’re on. Filipino gamers and esports players run their whole operation through it: scheduling scrims, announcing rosters, coordinating voice chat mid-match. For clans on Globe, GOMO, TNT, or DITO, that all went quiet overnight. Nobody told them why.
Why the CICC Came After Discord First
The trouble started on September 21, when the CICC sent letters ordering Discord and Reddit to establish a local presence within 24 hours or risk having their access restricted or blocked. The agency pointed to a series of recent incidents: the school shooting in Tacloban City in June, the August 18 shooting at Ateneo de Zamboanga University, and the Banga National High School shooting. Investigators said online grooming and recruitment of minors, some tied to Nihilistic Violent Extremism networks, factored into all three cases. CICC Executive Director Renato Paraiso put it this way: “We are not asking platforms to police the internet for the government but to be reachable, accountable, and responsive when activities on their platforms put Filipino children and communities at risk.”
What Discord and Reddit Offered Instead of a Fight
Both platforms responded within the deadline, and the CICC extended their compliance timelines rather than escalate. Reddit proposed “green lanes,” direct channels letting Philippine authorities flag harmful content, including child exploitation material, scams, and NVE-linked posts, for fast review. The company also committed to opening a local office, though it gave no timeline. Discord offered briefings on its Family Center parental tools and its Kodex system, which lets law enforcement submit lawful takedown and data requests. It also said its Global Teen Experience, built to place minors in an age-appropriate version of the app by default, will roll out in the Philippines soon.
A Block With No Order Behind It
None of that explains why four telcos are blocking Discord anyway. Globe, GOMO, and TNT confirmed the block, and DITO users report the same issue, while Smart and Converge traffic passes through untouched. Tech advocacy group Democracy.net.ph called the government’s approach “performative theater” and said the CICC, a unit under the DICT, has no legal mandate to order platforms offline. Only courts can restrict access under current law, it argued.
This isn’t the first time. After PLDT and Smart preemptively blocked over 100 sites hosting school-shooting footage in August, former Solicitor General Florin Hilbay pointed out that a VPN beats a block like this one. The real effect, he said, is a price tag on the workaround, and that price falls hardest on people without the means or know-how to dodge it.
